Top AI development companies in Europe / Cost and method
How these European AI development companies were chosen
Each firm in this guide passed three tests: it builds AI software for other companies, its own pages describe that work, and its own pages, a government register or a filing name an office in Europe. Reveneau and Fluxon come first in a fixed order. Every fact was read on 21 October 2026 and labelled by its source: the firm itself, a register, a filing, a statistics office or Anthropic's partner directory. This page lists every register used, the registers that could not be read, the claims left out and the firms considered and dropped.
Published October 21, 2026. Editorial.
Key takeaways
- Seven government registers were read, in Poland, Czechia, Belgium, Switzerland, the UK and France. The Croatian, German, Maltese and Portuguese registers were not read.
- Eight register entries match a company or tax number the firm prints. STRV's and Unit8's match the street address the firm prints, and Capgemini's the legal name it prints.
- Ranking badges, ratings, award claims and percentage savings with no working shown were left out.
- None of the eighteen firms after Reveneau and Fluxon appears as a listed firm in the other Reveneau guides to AI and forward deployed engineering firms.
This page explains how the twenty firms in this guide were chosen, how each fact was checked, and what is missing. Every page used was read on 21 October 2026 and saved on that day.
The order and the three groups
The order is fixed. Reveneau is first and Fluxon is second, and neither is given a kind. Reveneau's entry says only what Reveneau states about itself, each statement marked as its own: that AI writes 100 percent of its code, that every change must pass a large eval suite written from the specification before release, that Jev grades the suite and makes it run ten times faster than its previous grader, that it puts the saving from using AI in place of more engineers into clients' prices, and that it takes responsibility for the whole project through production and after release. It has no office in Europe; its offices are at 435 Utah Street, San Francisco, and on Floor 33, 909 Mainland Street, Vancouver. Anthropic's directory did not list it when searched on 20 October 2026 [1].
Fluxon's entry uses its careers page, which lists roles located in Poland and Portugal [15], its AI development page and Forbes's company page [16]. Fluxon's pages name no European office, so the guide says Fluxon hires in Poland and Portugal.
The other eighteen firms sit in three groups of six. A product studio designs and builds a whole software product for a client with one team. An AI-first firm puts AI models, data and agents at the centre of what it sells. A large IT group sells many kinds of software and staff to large clients, with AI as one practice. Each firm was placed by what its own pages say it sells. The order inside each group carries no ranking.
The three tests
A firm had to pass all three.
- It builds AI software for other companies. Its own pages had to describe AI work it does for clients, such as AI features, agents or models. A firm whose pages centre on selling its own software product, with build work for hire not clear, was left out. ML6 sells its own platform and also sells build work, so it stays, and its entry says both.
- Its own pages describe that work. A service menu counts, and so does a case study or a project tile. Where a firm's AI evidence is general service text only, as with dataroots, the entry says so.
- It names an office in Europe. The office could come from the firm's own pages, a government register or a filing. Endava's Romanian cities come from staff counts in its filing, with no street address.
The guide also chose firms that appear on no earlier Reveneau list. None of the eighteen is a listed firm in the guides to forward deployed engineering firms in Europe or to AI development companies in the US. Three of them, ML6, Fuzzy Labs and Capgemini, are named in those guides only as firms checked and left out.
How each source is worded
| Source type | What it shows | Examples in this guide | How the sentence says it |
|---|---|---|---|
| The firm's own pages | What the firm says about itself | Service pages, case studies, legal notices | "says", "by its own account", "its page lists" |
| A government register | That a company exists, its legal form, seat and dates | KRS, Polish VAT register, ARES, KBO, Swiss commercial register, Companies House, French register | The register is named in the sentence |
| A filing | The company's formal statement in a report it must publish | Annual reports of Netcompany and adesso, Reply's half-year report, Endava's Form 20-F | The report is named, with its period |
| A results press release | Figures the company reports outside a formal filing | Capgemini's results release | "Capgemini says", with the date |
| A statistics office | Official figures on AI use and pay | Eurostat, Statistics Denmark, Statistics Netherlands, Statistics Poland | The office is named, with the year and conditions |
| Anthropic's directory | Whether Anthropic lists a firm, and at which tier | partnerhub.claude.com, 321 entries | The tier, with the date read |
| An outside database | Facts a third party records | Forbes's company page for Fluxon | Forbes is named, with its date |
The registers
A register is an official public list of companies kept by a government body. It records that a company exists, with its legal form, its seat and key dates. These registers were read for this guide:
- Poland, National Court Register (KRS): Software Mansion S.A. under 0000961952 [2], Miquido under 0000651969, and Monterail under 0000357415.
- Poland, Ministry of Finance VAT register: Software Mansion and Miquido, by tax number [3].
- Czechia, ARES: STRV s.r.o., company number 28888286 [4].
- Belgium, KBO: Skyhaus BV under 0502.515.626, the number ML6 prints beside its Ghent office [5], and TALAN BELGIUM under 0668.591.405, the VAT number dataroots prints on its site.
- Switzerland, commercial register through Zefix: Unit8 SA, CHE-182.119.429 [6].
- UK, Companies House: Infinum Limited, Mindera UK Limited and Fuzzy Labs Limited [7].
- France, company register: Capgemini SE, SIREN 330703844 [8].
Eight entries were matched by a company or tax number that the firm prints on its own pages: Software Mansion, Miquido, Monterail, Infinum, Mindera, ML6, dataroots and Fuzzy Labs. Three were found by name and then checked against a detail the firm prints. STRV's ARES entry and Unit8's Swiss entry carry the same street address as the firm's own contact page, and Capgemini's French entry is a European company (SE) with the legal name, Capgemini SE, that its own results release uses. The ARES search returned two STRV companies at that address, STRV s.r.o. and STRV Group SE, and the STRV entries name both. deepsense.ai's pages print no number, so no register entry was used for it. A match by name alone could attach another company's facts to a firm, so this guide used none.
What could not be checked
- The Croatian court register returned only its search form to a script, so Infinum's Croatian court register number, 020036150, comes from Infinum's own legal page [12].
- The German commercial register works only through a search form, so Alexander Thamm's register number 199036 comes from its own legal notice [13].
- The Malta register was not opened, so N-iX's registration number C 91367 comes from its own legal notice [14].
- The Portuguese company register was not opened, so Mindera's Porto address comes from its own pages.
- Reply's 2025 annual report address returned an error, so its figures come from its Half-year Financial Report 2026.
- Endava's latest annual filing in the SEC's list was the Form 20-F for the year to 30 June 2025 [11].
- Statistics Finland's data service gave no answer within 120 seconds, so this guide has no Finnish pay figure.
- No outside source confirmed any client that any firm names, and no outside source checked any firm's AI claims, staff counts or project counts.
What was left out
Some firm pages show ranking badges, ratings out of five and award logos. None is repeated, because this guide gives no ranking. Some pages give percentage savings or speed gains with no working shown. Where such a figure is used, as with Netcompany's "up to 45%" and Endava's "up to 40 per cent", it is quoted with the firm's own words and marked as its own. Other figures of that kind were left out. Words such as "leading" that a firm uses about itself were not repeated.
Firms considered and dropped
Ekimetrics in Paris was opened and dropped: its homepage and about page centre on its own platform, Eki.Decisions, and on marketing work, and build work for hire was not clear on the pages opened. Futurice in Helsinki had its homepage opened, and the firm was not researched further. Netguru, STX Next, 10Clouds, Twistag, Devoteam, SFEIR and Netlight are listed firms in the European forward deployed engineering guide and were not repeated here. EPAM is a listed firm in the US guide. Globant, SoftServe, Sigma Software, Intellias, Peak in Manchester, Sopra Steria, Tietoevry, Q agency and Bornfight were not opened for this guide and were not assessed.
Statistics
Eurostat's figures on AI use come from its Statistics Explained page, with data extracted in December 2025, and were checked against the same values in its data service, updated on 15 June 2026 [9]. They cover enterprises with 10 or more employees and do not cover Switzerland, the UK or Ukraine. Pay figures come from Statistics Denmark, Statistics Netherlands [17] and Statistics Poland, each given in its own currency with its own conditions. Stanford's AI Index figures are given for each country as Stanford states them, and its figure for Europe is never applied to one country.
Facts that will change
Directory tiers, staff counts and office lists can change at any time. The Belgian register has shown the name TALAN BELGIUM for dataroots' company number since 31 July 2026, and the site may change to match. The Dutch pay figures are provisional until November 2026. Endava's next annual filing will replace its June 2025 figures. Each of these is dated in the sentence that uses it, so a reader can tell how old it is. For the list itself, return to AI development companies in Europe, and for a document to send to the firms you choose, use the European AI project brief template.
Common questions
What did a firm need to be included in this European guide?
Three things. It had to build AI software for other companies. Its own pages had to describe that work, through a service page, a case study or a project tile. And its own pages, a government register or a filing had to name an office in Europe. Reveneau and Fluxon come first in a fixed order, and their entries say where each one works.
Why does no firm from the European forward deployed engineering guide appear here?
This guide chose firms that no earlier Reveneau list had named as a listed firm, so a reader of both guides sees a wider set of companies. Netguru, STX Next, 10Clouds, Twistag, Devoteam, SFEIR and Netlight are on that other list. ML6 and Fuzzy Labs are named in that guide only as firms checked and left out, and Capgemini is named the same way in the US guide.
How was each firm in this guide placed into a group?
By what its own pages say it sells. A firm that designs and builds whole products with one team is a product studio. A firm that puts AI models, data and agents at the centre is AI-first. A firm that sells many services and staff to large clients, with AI as one practice, is a large IT group. Reveneau and Fluxon get no group.
Which company registers could not be read for this guide, and why?
Four. The Croatian court register and the German commercial register work through search forms that a script could not read. The Malta and Portuguese registers were not opened. So Infinum's Croatian number, Alexander Thamm's register number, N-iX's Malta number and Mindera's Porto address come from each firm's own pages, and the guide says so.
How were register entries matched to the firms in this guide?
Eight entries match a company or tax number that the firm prints on its own pages. STRV's and Unit8's entries carry the street address the firm prints, and Capgemini's carries the legal name Capgemini SE from its own results release. deepsense.ai prints no number, so no entry was used for it. Two companies can share a name, so a name alone was never enough.
Which website claims were left out of this guide?
Ranking badges, ratings out of five and award logos, because the guide gives no ranking. Percentage savings and speed gains with no working shown were left out, except Netcompany's up to 45 percent and Endava's up to 40 per cent, which are quoted and marked as each firm's own figure. Self-descriptions such as leading were not repeated.
Why were Ekimetrics and Futurice left off this list?
Ekimetrics, in Paris, was opened and dropped because its homepage and about page centre on its own platform, Eki.Decisions, and on marketing work, and build work for hire was not clear on the pages opened. Futurice, in Helsinki, had its homepage opened but was not researched further. Several other firms, among them Sopra Steria and Tietoevry, were not opened for this guide at all.
Why does this guide give no pay figure for Finland?
Statistics Finland's data service gave no answer within 120 seconds when it was tried for this guide, so no Finnish figure was read. So the guide's pay table leaves Finland out, and no figure was taken from memory or from another website. Eurostat's AI use figure for Finland, 37.82 percent of enterprises in 2025, is given.
Which facts in this guide will need checking again soon?
Anthropic's directory tiers, staff counts and office lists, which can change at any time. The name TALAN BELGIUM, which the Belgian register has shown for dataroots' company number since 31 July 2026. The Dutch pay figures, which are provisional until November 2026. And Endava's figures, which come from its year to 30 June 2025. Each is dated in the sentence that uses it.
What is the difference between a filing and a firm's own web page?
Both are the company's own words. A filing is a formal report, such as an annual report or Endava's Form 20-F, that a listed company must publish under rules set by a regulator. A firm can change its web pages at any time. So this guide names the filing and its period when it uses one, and marks web page facts with words like says.
On which dates was Anthropic's directory checked for these firms?
Reveneau's name was searched on 20 October 2026, and every other firm's name on 21 October 2026. On the second date the directory held 321 entries: 256 at the Select tier, 40 at Preferred, 16 at Global Premier and 9 with no tier. Anthropic sets each tier. The description and office regions beside each name are written by the partner itself.

What AI development costs in Europe, by country
Miquido is the one firm in this guide that prints prices on the pages read: "$ 15,000 +" for one generative AI build through its AI Kickstarter offer, and "$ 40,000 +" for one built with traditional ground-up development. Monterail and N-iX publish how long some steps take, with no price. The other public guide to cost is what developers earn. This page gives the official figures for Denmark, the Netherlands and Poland exactly as each statistics office states them, with their conditions: what each figure includes, which period it covers and whether it is final. No figure is converted into another currency.
European AI project brief template
A project brief is a short document that tells a firm what you want built, so each firm can answer the same questions. This template is for a company in Europe that wants AI software built. You fill in the blanks about your problem, your data, the rules your system must follow, where the team should work, your dates and your budget, and you list the answers you want back. Print one copy, fill it in once, and send the same text to every firm on your shortlist. Facts from this guide, read on 21 October 2026, show why each question matters.
