Top AI development companies in Silicon Valley

These are fourteen firms with an office in Silicon Valley or San Francisco that build AI software for other companies. Every fact on this page was checked on 20 October 2026, and every sentence says who the fact comes from: the firm itself, a news report, or a partner directory. No firm publishes a price, and no firm here gets a score.

Key takeaways

  • Reveneau, Fluxon, Ode with Anthropic, Distyl AI, Tribe AI, Loka, Provectus, Factored and ClearScale list AI work among their main services. Thoughtworks, Slalom, Grid Dynamics and Turing are larger firms, and IDEO is a design agency with a wider business.
  • A firm's own website can tell you what it says about itself. Only a news report, a regulator or the client can confirm it, so this guide names the source in every sentence.
  • Anthropic's partner directory, read on 20 October 2026, lists ten of the fourteen firms. A listing shows that Anthropic names the firm as a partner and has set its tier. You still need to test the firm's work yourself.
  • None of the fourteen firms publishes a price. The US Bureau of Labor Statistics gives a median software developer wage of $186,640 in the San Francisco metro area and $213,110 in the San Jose metro area for May 2025.
  • Ask every firm the same written questions, and test the work on your own data before you sign, as a 2025 US government memo asks federal agencies to do.

This guide lists fourteen firms that build AI software for other companies and have an office in Silicon Valley or San Francisco. Every fact was checked on 20 October 2026. Each sentence tells you where its fact comes from, because a firm's website, a news report and a partner directory are three different kinds of evidence, and a buyer should know which kind each fact comes from.

Here is how to use it. Read the table first. Then read the entries for the firms that match your size and your need. Before you call anyone, read the questions to ask an AI development company and ask every firm the same ones.

Why there are so many AI firms here

Money and people for AI work gather in the Bay Area. The Office of the Governor of California, citing data from Carta, said that from the third quarter of 2024 to the second quarter of 2025 the Bay Area received 51 percent of all US AI startup funding on Carta's platform, against 11 percent for New York State and 5.5 percent for Boston [13]. The figure covers only startups that use Carta's platform.

The investment is large across the whole country. Stanford's AI Index 2026 reports that the United States committed 23 times more private AI investment than China, and that private AI investment worldwide grew 127.5 percent in 2025 [12].

The engineers are here too. The US Bureau of Labor Statistics counts 69,030 software developers in the San Francisco, Oakland and Fremont metro area and 87,350 in the San Jose, Sunnyvale and Santa Clara metro area, in its May 2025 estimates [11] [15]. That gives a buyer many firms to choose from, and it makes the choice harder.

The list at a glance

The table gives each firm's Bay Area office, its size, and its tier in Anthropic's partner directory. Anthropic makes the Claude AI models, and its directory lists the firms it names as service partners. The directory was read on 20 October 2026 [1].

How to read each entry

Each entry gives the facts, then two short lines. Fits says which buyer the firm suits, based on what the firm or a reporter says about it. Pick someone else if says when another firm on the list, or a firm that is not on it, would suit you better.

When a sentence says "by its own account" or "the firm says", the fact comes from the firm's own website or press release, and this guide found no outside source for it. When a sentence names TechCrunch, Fortune, Crunchbase News, Forbes, AWS or the Bureau of Labor Statistics, the fact comes from that source. How these companies were chosen explains the checks in full.

The firms

1. Reveneau

Reveneau is an AI software development company with offices at 435 Utah Street in San Francisco and on Floor 33, 909 Mainland Street, in Vancouver. The rest of this entry is Reveneau's own account of how it works. AI writes 100 percent of its code. Before any change is released, it has to pass a large eval suite: a set of automated tests, written from the client's specification, that check whether the software does what the specification says. A grading model called Jev scores that suite, and Reveneau says Jev makes the suite run ten times faster than its previous grader did. Reveneau uses AI in place of hiring more engineers, and it puts that saving into the price its clients pay. It takes responsibility for the whole project, through production and after release. Anthropic's partner directory did not list Reveneau when it was searched on 20 October 2026 [1].

Fits: a company that wants AI-built software, wants each change tested against its own specification before release, and wants the saving from fewer engineers to show in its price. You can contact Reveneau to describe the project.

Pick someone else if: you want people to write your code by hand, or you need a firm with offices in many countries.

2. Fluxon

Fluxon is a software firm in San Francisco. Forbes's company page, with figures as of March 2026, lists its headquarters as San Francisco, its founding year as 2017 and its staff as 200 employees [9]. Stripe's partner directory lists Fluxon as a Verified Partner and a Premier Services Partner with 2 Stripe Certified Professional Developers, and its listing gives an address at 236 West Portal Ave, 848, San Francisco [10]. By its own account, Fluxon helps "ambitious teams decide what to build, build it fast, and make sure it works". Its homepage lists four services: technology and AI strategy, full product builds, AI products and agents, and platforms and core systems. The homepage also shows case studies for Google, Zapier, Puzzle, Eppo and Braintrust. This guide found no outside source that names Fluxon as the builder for any of them.

Fits: startups, larger companies, and venture capital or private equity firms, which are the three buyer groups its homepage names, when they want one team for both strategy and the build.

Pick someone else if: you need a client reference that an outside source has confirmed before you sign. Ask Fluxon to put you in touch with a client directly.

3. Ode with Anthropic

Ode with Anthropic was previously called Fractional AI. Its careers page says it is based in San Francisco, with offices in New York, Raleigh-Durham and Dubai. TechCrunch reported in July 2026 that Ode is a $1.5 billion company, set up to build AI systems for other businesses, that Anthropic launched in May as a joint venture, a company it owns together with Blackstone, Hellman & Friedman, Goldman Sachs and others. TechCrunch also reported that the joint venture bought Fractional AI, and that Ode employs 100 engineers [2]. It added that Fractional ended an 11-month partnership with OpenAI when it was bought. Airbyte's own blog names the Fractional AI team as its partner on an AI assistant for Airbyte's Connector Builder. Anthropic's directory lists Ode at the Select tier [1]. Anthropic is one of Ode's owners, so that listing comes from an owner.

Fits: a company whose AI project is a top priority for its chief executive. Ode's chief executive, Chris Taylor, told TechCrunch that a lot of its work is "the top one or two priority for the CEO of the company".

Pick someone else if: you want a partner with no ownership tie to a company that makes AI models.

4. Distyl AI

Distyl AI is a San Francisco company, as Crunchbase News describes it [3]. Crunchbase News reported in September 2025 that Distyl raised $175 million from investors who valued the company at $1.8 billion, in a round led by Khosla Ventures and Lightspeed Venture Partners, and that its founders, Arjun Prakash and Derek Ho, both worked at Palantir before. Redpoint's AI64 list gives $202 million raised to date. Distyl says it places "teams of engineers and researchers who own the outcome" inside client companies and also deploys its own products, customized for each business. SiliconANGLE, citing The Information, reported that Distyl has helped T-Mobile USA with AI projects. Distyl does not appear in Anthropic's directory [1].

Fits: large companies. Crunchbase News describes its aim as helping Fortune 500 companies, the largest US companies on Fortune magazine's list, become "AI-native", meaning built around AI. Its case studies page names clients only by rank and industry, such as an "F100 Telecom Operator".

Pick someone else if: you are a startup or a small company, or you want software that does not depend on the vendor's own products.

5. Tribe AI

Tribe AI lists offices in New York, San Francisco and Lisbon on its website. TechCrunch called it a Brooklyn-based startup in July 2024, so only Tribe's own site states the San Francisco office [4]. TechCrunch reported that Jaclyn Rice Nelson and Noah Gale launched Tribe AI in 2019, that it builds client projects with a network of more than 500 contractors, that it raised its first outside funding, $3.25 million, in a round led by Bryce Roberts of Indie, and that its customers include MyFitnessPal and New Relic. Anthropic's directory lists it as TribeAI at the Preferred tier [1].

Fits: large companies. Its press page says it places engineers inside Fortune 1000 organizations.

Pick someone else if: you want every engineer on your project to be an employee of the firm you hire.

6. Loka

Loka lists a "Silicon Valley Office" at 350 2nd Street, Suite 8, Los Altos, and its about page also names San Francisco. The announcement by Amazon Web Services (AWS) of its 2024 partner awards names Loka the North America winner of Innovation Partner of the Year [5]. An AWS partner story describes Loka building a chat feature with generative AI for Cameo, an online marketplace where fans buy personal video messages from celebrities. The feature talks with users and recommends celebrities. AWS publishes that story as part of its partner programme. Anthropic's directory lists Loka at the Preferred tier [1].

Fits: companies that build on Amazon Web Services, and healthcare and life sciences teams, which is one of the service areas Loka lists.

Pick someone else if: your company does not run on AWS and has no plan to move there.

7. Provectus

Provectus lists its headquarters at 447 Sutter Street, Suite 405, San Francisco. By its own account it has "400+ AI builders and consultants", is privately owned and led by its founders, and works in two industries on purpose: financial services and insurance, and healthcare and life sciences. Its contact page lists engineering hubs in Canada, the UK, Ukraine, Serbia, Poland, Armenia, Costa Rica and Colombia. Anthropic's directory lists Provectus at the Preferred tier [1].

Fits: insurers, financial firms, healthcare providers and drug companies.

Pick someone else if: your company is outside those two industries, or you need the people who build your software to work in the Bay Area.

8. Factored

Factored lists its headquarters at 400 Castro Street, Suite 600, Mountain View. Its about page says Israel Niezen started it in Palo Alto in 2019, with Dr. Andrew Ng as co-founding advisor. Its homepage says it has more than 500 engineers and calls itself "model, cloud, and platform neutral". AI Fund, which is an investor, lists Factored in its portfolio. Anthropic's directory lists Factored at the Preferred tier [1].

Fits: companies that want AI and data engineers to work inside their own team and systems.

Pick someone else if: you want a fixed project that a vendor builds and hands over at the end.

9. ClearScale

ClearScale lists its headquarters at 50 California Street, Suite 1500, San Francisco. The firm says it was started by AWS engineers, that it has worked on AWS projects since 2011, and that it employs 15 engineers for every one sales position. It says its services are built on AWS, including AI applications on Amazon Bedrock, Amazon's service for using AI models, and on Claude. Anthropic's directory lists it as Clearscale at the Select tier [1].

Fits: companies already on AWS that want to pay for Claude through their existing AWS agreements, which is the offer ClearScale describes.

Pick someone else if: your company runs on Microsoft Azure or Google Cloud.

10. Thoughtworks

Thoughtworks lists a San Francisco office in the Mills Building, 220 Montgomery Street, Suite 1000. Its about page says it started in Chicago in 1993 and has more than 10,000 people in 47 offices across 18 countries. A company press release from November 2024 says it became a private company owned by funds advised by Apax Partners. Anthropic's directory lists Thoughtworks at the Preferred tier [1].

Fits: large organizations that want to rebuild old systems with AI, which is how Thoughtworks describes its AI work.

Pick someone else if: you want a small team in which the firm's founders work on your project.

11. Slalom

Slalom lists a San Francisco office at 100 Pine Street, Suite 2500, and says it has 54 local offices. Its AI page describes one service that picks the uses for AI, builds and deploys the systems, and runs them afterwards. Its site also lists work on Agentforce, Salesforce's product for AI agents. Anthropic's directory lists it as Slalom Consulting at the Preferred tier [1].

Fits: organizations that want one firm, with a local office, for strategy, the build and running the AI after launch.

Pick someone else if: you want a small firm that builds only AI software. Slalom is a general business and technology consultancy.

12. Grid Dynamics

Grid Dynamics lists its headquarters at 6101 Bollinger Canyon Road, Suite 465, San Ramon. It is listed on the Nasdaq stock exchange. Its 2025 results release, filed with the US Securities and Exchange Commission, reports 4,961 employees at 31 December 2025 and revenue of $411.8 million for 2025 [6]. The company states that Beijing Teamsun Technology, a Chinese company, is a minority shareholder with 20.0 percent of its shares through a subsidiary, and it gives that figure as approximate. Anthropic's directory lists it at the Select tier [1].

Fits: large companies that want a public vendor whose staff and revenue figures appear in government filings.

Pick someone else if: your compliance rules limit vendors that have Chinese ownership.

13. Turing

Turing says on its company page that it is headquartered in San Francisco. The address in its site footer is 548 Market Street, PMB 18282, and PMB stands for private mailbox. TechCrunch called it Palo Alto-based in March 2025 [7]. TechCrunch reported that Turing raised $111 million from investors who valued it at $2.2 billion, in a round led by Khazanah Nasional Berhad, Malaysia's state investment fund, and that it had raised $225 million in total. One of its investors told TechCrunch that its staff number is in the hundreds. TechCrunch also wrote that its main focus for new business appeared to be supplying code to AI labs that train models. Anthropic's directory lists Turing at the Select tier [1].

Fits: large companies that want AI agents, programs that carry out tasks by themselves, built and then managed on a vendor's platform, which is what its enterprise page offers.

Pick someone else if: you want a firm whose main business is building software for clients.

14. IDEO

IDEO lists a San Francisco office at 350 Florida St, and Fortune calls it a San Francisco-based design agency founded in 1991 [8]. Fortune reported in May 2026, citing earlier reports, that before Mike Peng became chief executive, IDEO had cut a third of its staff, closed its Munich and Tokyo offices, and seen revenue fall below $100 million from $300 million four years earlier. IDEO's AI Lab page describes strategy and design work for AI products. IDEO does not appear in Anthropic's directory [1].

Fits: companies that need to decide what an AI product should do for its users before anyone builds it.

Pick someone else if: you need an engineering team to build AI software and run it for your business every day.

Choosing between them

Start with your size and your need. A startup with a small budget and a first product has different questions from a bank replacing an old claims system. AI development companies for startups and AI development companies for enterprises sort the list by buyer. Small AI firms or large consultancies explains what changes with the size of the firm.

If you need the team to meet you in person, AI development companies with a San Francisco office shows which firms give a street address and which give a mailbox. If your project runs on Claude, what an Anthropic partner listing tells you explains what a tier in that directory tells you.

What none of them publish

None of the fourteen firms publishes a price. Every quote will be custom. The one public number you can use is the wage. The Bureau of Labor Statistics puts the median annual wage for a software developer at $186,640 in the San Francisco metro area and $213,110 in the San Jose metro area, for May 2025 [11] [15]. A firm that sells engineering time also pays for offices, sales and the weeks between projects, and it adds a profit. What AI development costs in Silicon Valley works through the wage data and what to ask for in a quote.

Test the work before you sign

The US Office of Management and Budget now tells federal agencies that, when they judge proposals for AI, they "must, to the greatest extent practicable, test proposed solutions to understand the capabilities and limitations of any offered AI system or service" [14]. A private company can follow the same rule. Give two or three firms the same small task on your own data, and compare what comes back.

The same memo says agencies should state in their requests that they want AI proposals that reduce the risk of being tied to one vendor, through knowledge transfer, clear rules on moving data and models, clear licence terms and clear pricing [14]. Those four points belong in your contract too. The questions to ask an AI development company page turns them into a checklist you can print.

If you want to talk through a project with the first firm on this list, contact Reveneau. For the wider question of choosing any software partner, read how to choose a software development partner.

By need

AI development companies for startups in Silicon Valley

A startup needs an AI development firm that can start soon, builds code the startup owns, and prices the work in a way a small budget can follow. Of the fourteen firms in this guide, Reveneau says it puts the saving from using AI into its clients' prices, and Fluxon names startups as one of its three buyer groups. Loka and Factored describe offers a growing company can use. Distyl AI, Tribe AI, Grid Dynamics and Turing describe Fortune 500 or Fortune 1000 companies as their buyers. This page sorts the list by that test and gives the questions a founder should ask.

AI development companies for enterprises in Silicon Valley

A large company buys AI development under rules a startup does not have: security review, procurement, vendor risk checks and approvals from several teams. Four firms in this guide, Distyl AI, Tribe AI, Grid Dynamics and Turing, describe Fortune 500 or Fortune 1000 companies as their buyers. This page shows what each firm says about enterprise work, which firms have a tie to an AI model maker, and how to run the vendor checks that NIST and the US Office of Management and Budget describe.

What an Anthropic partner listing tells you about an AI firm

Anthropic, the company that makes the Claude AI models, runs a public directory of service partners. When it was read on 20 October 2026, it held 321 entries. 312 of them carried a tier set by Anthropic: Global Premier, Preferred or Select. The one-line description beside each name is written by the partner. Ten of the fourteen firms in this guide appear in it. This page explains what a listing shows, what the pages read did not state, and the questions to ask a firm about its listing before you rely on it.

Cost and method

What AI development costs in Silicon Valley

None of the fourteen AI development firms in this guide publishes a price, so every quote is custom. The most useful public number is the wage. The US Bureau of Labor Statistics puts the median annual wage for software developers at $186,640 in the San Francisco metro area and $213,110 in the San Jose metro area, for May 2025, against $135,980 for the whole country. This page sets out those figures, what a firm's price has to cover beyond wages, and how to compare quotes from different firms.

How the AI development companies in this guide were chosen

Every firm in this guide had to meet three tests on 20 October 2026: it builds AI software for other companies, it has an office in San Francisco or Silicon Valley that a published page names, and enough facts exist to say who it fits. This page lists what was checked for each firm and where, how the three kinds of source are treated, which candidates were left out and why, and which facts could not be confirmed, so a reader can repeat any check.

Questions to ask an AI development company before you sign

This is a checklist to print and take to the first meeting with any AI development firm. It has seven parts: the firm, the people, how the work is tested, your data and code, the price, how you would leave, and a paid test before the contract. Each question comes with what a clear answer contains and why it matters. Several questions follow guidance that NIST and the US Office of Management and Budget wrote for organizations buying AI.

Common questions

What are the top AI development companies in Silicon Valley?

This guide lists fourteen firms with a Bay Area office that build AI software for other companies: Reveneau, Fluxon, Ode with Anthropic, Distyl AI, Tribe AI, Loka, Provectus, Factored, ClearScale, Thoughtworks, Slalom, Grid Dynamics, Turing and IDEO. Each entry says who the firm fits and when to pick another one. Every fact was checked on 20 October 2026 and names its source.

Which AI development companies have a street address in San Francisco?

On their own websites, Reveneau (435 Utah Street), Provectus (447 Sutter Street), ClearScale (50 California Street), Thoughtworks (220 Montgomery Street), Slalom (100 Pine Street) and IDEO (350 Florida St) list San Francisco street addresses. Fluxon's Stripe directory listing gives 236 West Portal Ave. Turing's San Francisco address is a private mailbox, and TechCrunch called it Palo Alto-based in March 2025.

Which firms on the list are based outside San Francisco?

Three firms list a main Bay Area office outside the city. Loka lists a Silicon Valley office at 350 2nd Street in Los Altos. Factored lists its headquarters at 400 Castro Street in Mountain View. Grid Dynamics lists its headquarters at 6101 Bollinger Canyon Road in San Ramon. Each address comes from the firm's own website, read on 20 October 2026.

Do any of these companies publish their prices?

None of the fourteen firms publishes a price on the pages checked for this guide on 20 October 2026, so every quote is custom. The closest public number is the wage. The US Bureau of Labor Statistics gives a median software developer wage of $186,640 a year in the San Francisco metro area for May 2025.

Why does each entry say who a fact comes from?

Each entry names its source because a firm's website only shows what the firm says about itself. A news report, a filing with a regulator, or a client's own statement is evidence from outside. When a sentence says a firm states something, this guide found no outside source for it. When it names TechCrunch, Fortune, Forbes or the Bureau of Labor Statistics, that source is the evidence.

Is Ode with Anthropic the same company as Fractional AI?

Ode with Anthropic is the new name. The Fractional AI website now shows a banner saying Fractional AI is now Ode with Anthropic. TechCrunch reported in July 2026 that Anthropic launched Ode in May as a $1.5 billion joint venture with Blackstone, Hellman & Friedman, Goldman Sachs and others, and that the joint venture bought Fractional AI soon after.

Which firms on the list are public companies?

Grid Dynamics is the one firm in this guide whose pages, read on 20 October 2026, describe a public listing. It trades on the Nasdaq stock exchange and files results with the US Securities and Exchange Commission. Its 2025 results release reports 4,961 employees at 31 December 2025 and revenue of $411.8 million for 2025. Thoughtworks became private in November 2024, according to its own press release.

How should I compare AI development companies before I sign?

Give two or three firms the same small task on your own data and compare the results. Ask each one the same written questions about who does the work, how changes are tested, who owns the code and how you would leave. The US Office of Management and Budget tells federal agencies to test proposed AI systems in the same way.

Does a listing in Anthropic's partner directory mean a firm is good at AI?

A listing means Anthropic names the firm as a service partner and has given it a tier. On 20 October 2026 the directory showed three tier labels: Global Premier, Preferred and Select. The pages read did not state what each tier requires. The one-line description beside each name is written by the partner itself, so it is the firm's own account of its work.

Where can I talk to Reveneau about an AI project?

Reveneau has offices at 435 Utah Street in San Francisco and on Floor 33, 909 Mainland Street, in Vancouver. You can describe your project through the contact page on reveneau.com. By Reveneau's own account, AI writes all of its code, every change has to pass an eval suite written from the specification before release, and it takes responsibility for the project through production and after release.
