Top AI development companies in Europe / Cost and method
What AI development costs in Europe, by country
Miquido is the one firm in this guide that prints prices on the pages read: "$ 15,000 +" for one generative AI build through its AI Kickstarter offer, and "$ 40,000 +" for one built with traditional ground-up development. Monterail and N-iX publish how long some steps take, with no price. The other public guide to cost is what developers earn. This page gives the official figures for Denmark, the Netherlands and Poland exactly as each statistics office states them, with their conditions: what each figure includes, which period it covers and whether it is final. No figure is converted into another currency.

Key takeaways
- Statistics Denmark gives software developers average standardized monthly earnings of DKK 69,686.37 for 2025, a figure that includes pension and fringe benefits.
- Statistics Netherlands gives a median gross hourly wage of EUR 34.5 for software and application developers in 2025. The figure is provisional, and final figures are due in November 2026.
- Statistics Poland gives average gross monthly pay of PLN 15,629.51 for computer systems analysts and programmers in October 2024. It publishes the study every two years.
- Miquido prints "$ 15,000 +" and "$ 40,000 +" and asks buyers to contact it for a personalised quote. Each statistics figure uses its own measure, so read it with its conditions.
Few firms in this guide publish a price. Of the eighteen firms after Reveneau and Fluxon, one prints prices on the pages read, two publish how long their first steps take, and the pages read for the other fifteen show neither. The wages of the people who do the work are public, though, because national statistics offices publish them. This page gives both: the prices and durations firms print, and the official pay of software developers in three European countries. Every page was read on 21 October 2026.
Reveneau and Fluxon
Reveneau has no office in Europe. Its offices are at 435 Utah Street in San Francisco and on Floor 33, 909 Mainland Street, in Vancouver. On cost, Reveneau says it uses AI in place of hiring more engineers, and puts the money that saves into the prices its clients pay. It says AI writes 100 percent of its code, and that every change must pass a large eval suite, a set of automated tests written from the specification, before release. It says Jev grades the suite and makes it run ten times faster than its previous grader did, and that Reveneau takes responsibility for the whole project through production and after release. To describe a project, contact Reveneau.
Fluxon hires in Poland and Portugal, by its own careers page, and no page read names a European office.
The prices one firm prints
Miquido, a product studio in Kraków, prints two prices on its AI Kickstarter page [1]. Each row below quotes the page.
| Offer | Price, as printed | Delivery, as printed | What the page says it covers |
|---|---|---|---|
| AI Kickstarter | "$ 15,000 +" | "3-5 weeks delivery" | "The cost of developing 1 GenAI solution with AI Kickstarter. Includes advanced cost tracking, optimization, and monitoring." |
| AI Development | "$ 40,000 +" | "6-7 weeks delivery" | "The cost of developing 1 GenAI app with traditional ground-up AI development, without advanced cost tracking or monitoring." |
The page asks buyers to contact Miquido "for a personalised quote". GenAI is short for generative AI, AI that writes text or creates images. Cost tracking and monitoring, in this sense, mean watching how much the AI model costs to run and whether it keeps working. The prices are in US dollars, as the page prints them. Miquido's figures are its own, and the page does not show how a final price is worked out.
The lengths two firms print
Monterail's AI page says, "Most AI projects take 8 to 20 weeks, depending on scope and complexity." [5] It splits the work into three steps: Diagnose, 2 to 4 weeks; Prove, 4 to 6 weeks; and Ship, 8 to 16 weeks. Its homepage describes one client project, for SPIE Belgium, as "live in seven weeks at a fixed price" [7]. A fixed price is one sum agreed before the work starts.
N-iX's homepage describes a pilot step for AI engineering tools: "4 to 6 weeks: Three to five workflows run on your real code, with your real engineers, against a baseline agreed at the start." [6] A baseline is the measurement taken before the change. Neither firm prints a price on the pages read.
Official pay for software developers, by country
National statistics offices publish what people in each job earn. Each office uses its own measure, and the table gives each figure exactly as the office states it.
| Country | Statistics office | Job group | Figure | Period | Conditions |
|---|---|---|---|---|---|
| Denmark | Statistics Denmark | 2512 Software developers | DKK 69,686.37 average standardized monthly earnings; DKK 416.97 median standardized hourly earnings | 2025 | Includes pension and fringe benefits; table updated 29 September 2026 |
| Netherlands | Statistics Netherlands (CBS) | 0814 Software and application developers | EUR 34.5 median gross hourly wage | 2025 | Provisional; final figures due November 2026 |
| Poland | Statistics Poland (GUS) | 251 Computer systems analysts and programmers | PLN 15,629.51 average gross monthly pay | October 2024 | Study published every two years; all sectors |
Denmark
Statistics Denmark's table LONS20 gives software developers, code 2512 in the Danish job list, average standardized monthly earnings of DKK 69,686.37 for 2025, across all sectors and all forms of pay [2]. It gives median standardized hourly earnings of DKK 416.97 and counts 33,423 full-time employees in the group. For all occupations together, the same table gives DKK 52,846.17 a month and a median of DKK 299.78 an hour. Standardized earnings, in Statistics Denmark's terms, include pension and fringe benefits, meaning things of value an employer gives on top of pay, so the figure is higher than a base salary.
The Netherlands
Statistics Netherlands, known as CBS, publishes hourly wages by occupation in its table 86355NED, "Werknemers; uurloon en beroep", which means employees, hourly wage and occupation [3]. For occupation 0814, "Software- en applicatieontwikkelaars", or software and application developers, it gives a median gross hourly wage of EUR 34.5 for 2025 and a 25th percentile of EUR 26.8. It counts 176 thousand employees in the group. The median for all occupations is EUR 26.9. CBS marks its 2025 figures as provisional. A provisional figure is the first published estimate, which the office may still change, and CBS says the final figures are due in November 2026.
Poland
Statistics Poland, known as GUS, publishes its study of pay by occupation every two years. Its publication page says "wydanie co 2 lata", Polish for "published every 2 years". The latest study, published on 10 February 2026, covers October 2024 and gives average gross monthly pay of PLN 15,629.51 for group 251 across all sectors, and PLN 15,865.65 in the private sector [4]. The group's Polish name, "Analitycy systemów komputerowych i programiści", means computer systems analysts and programmers. October 2024 is the latest month covered.
The UK and Sweden
The separate guide to what forward deployed engineering costs in Europe gives the official figures for the United Kingdom and Sweden, with their sources.
Which firms work in these three countries
The pay figures matter most for the firms whose staff work in the same country. The offices below come from the firms' own pages, a register or a filing, as the list of AI development companies in Europe shows for each one. Reveneau and Fluxon name no office in any of the three countries.
| Country | Firms in this guide with an office there | Enterprises using AI, 2025 (Eurostat) |
|---|---|---|
| Denmark | Netcompany, with its head office in Copenhagen and offices in Aarhus and Aalborg | 42.03% |
| Netherlands | Infinum (Amsterdam), ML6 (Amsterdam and Eindhoven), dataroots (Utrecht), Netcompany (The Hague), adesso (Utrecht), Reply (Bodegraven) | 33.21% |
| Poland | Software Mansion, Miquido, Monterail and deepsense.ai, with head offices there; Unit8, Netcompany, N-iX and Reply, with offices there | 8.36% |
Endava's annual filing also lists Denmark, the Netherlands and Poland among the EU countries where it has delivery locations, without naming a city, so it is left out of the table. Capgemini is counted only at its Paris seat, because the pages read give no list of its other offices.
The last column is Eurostat's share of enterprises with 10 or more employees that used at least one AI technology in 2025 [8]. Denmark had the highest share of any EU country, and Poland one of the three lowest. These shares describe local enterprises as users of AI. A firm with an office in one of these countries may staff your project from another country, so ask each firm where the people on your project will work, and which country's pay its price is built on.
How to read these figures
An average adds up everyone's pay and divides by the number of people. A median is the middle value, with half the group earning more and half less. A 25th percentile is the value below which a quarter of the group falls. Gross pay is pay before tax. Each office here uses a different one of these measures, for a month or an hour, for a year or a single month. So set the three figures side by side only with their conditions attached, and this guide converts none of them into another currency.
A firm's price is higher than its staff's pay. The firm also pays for offices, sales, managers and the weeks between projects, and it adds its profit. The pay figures show one part of what the work costs a firm in one country. The price shows what the work costs you.
What a quote should state
Ask every firm for a quote in writing, in one currency, and check that it answers these questions.
- What does each step cost, and what does the step deliver?
- Is the price fixed, or charged by the hours worked?
- Which costs are outside the price: the charges for using the AI model, the servers, licences for other software?
- Does the price include tracking and monitoring what the AI costs to run? Miquido's two offers differ on this point.
- Who owns the code, the data and the tests at the end?
- Where will each person on the team work, and is the price the same for each location?
The European AI project brief template puts these questions into a document you can send to every firm on your shortlist. For the firms themselves, return to the list of AI development companies in Europe.
Common questions
What do Danish software developers earn, according to Statistics Denmark?
Statistics Denmark's table LONS20 gives software developers average standardized monthly earnings of DKK 69,686.37 for 2025, across all sectors. It gives median standardized hourly earnings of DKK 416.97 and counts 33,423 full-time employees in the group. Standardized earnings include pension and fringe benefits, so the figure is higher than a base salary. The table was updated on 29 September 2026.
What does standardized earnings mean in the Danish pay figures?
It is the measure Statistics Denmark uses in table LONS20. The office says standardized earnings include pension and fringe benefits, meaning things of value an employer gives on top of pay, as well as the base salary. So DKK 69,686.37 a month for software developers in 2025 is more than what a developer receives as salary alone. Read it with that condition attached.
What is the median hourly wage of a software developer in the Netherlands?
Statistics Netherlands gives EUR 34.5 an hour, gross, as the median for software and application developers in 2025, occupation 0814 in its table 86355NED. It counts 176 thousand employees in the group. The median across all occupations is EUR 26.9. CBS marks the 2025 figures as provisional, with final figures due in November 2026.
Why is the Dutch pay figure for 2025 called provisional?
Statistics Netherlands publishes a first estimate before all of its data is final, and marks that estimate as provisional. A provisional figure may still change. For its table of hourly wages by occupation, CBS says the final 2025 figures are due in November 2026. Until then, quote EUR 34.5 with the word provisional beside it.
Why is the Polish pay figure in this guide from October 2024?
Statistics Poland publishes its study of pay by occupation every two years, and its publication page says so. The latest study, published on 10 February 2026, covers October 2024. It gives PLN 15,629.51 a month, gross, for computer systems analysts and programmers, group 251, across all sectors, and PLN 15,865.65 in the private sector.
Can the Danish, Dutch and Polish pay figures be compared directly?
Only with their conditions attached. The Danish figure is an average monthly figure that includes pension and fringe benefits. The Dutch figure is a median hourly wage and is provisional. The Polish figure is an average monthly gross figure for October 2024. Each is in its own currency. This guide gives each as its office states it and converts none.
What does the 25th percentile in the Dutch pay figures mean?
It is the wage below which a quarter of the group earns. For software and application developers in 2025, Statistics Netherlands gives a 25th percentile of EUR 26.8 an hour, gross, against a median of EUR 34.5. So a quarter of the developers in the group earn less than EUR 26.8 an hour. The figures are provisional.
Why does this guide not convert the pay figures into one currency?
A conversion would add a new number that no source states, set by an exchange rate on a date this guide would have to choose. Each figure here is given as its statistics office publishes it, in Danish kroner, euros or Polish zloty. If you need one currency, use the rate on the day you compare quotes, and write that date down.
How long do Monterail and N-iX say their first AI steps take?
Monterail's AI page names a first step called Diagnose that takes 2 to 4 weeks, followed by Prove at 4 to 6 weeks and Ship at 8 to 16 weeks. N-iX's homepage describes a pilot of 4 to 6 weeks in which three to five workflows run on the client's real code. Neither firm prints a price on the pages read.
How do Danish software developers' earnings compare with all occupations?
Statistics Denmark gives DKK 69,686.37 a month for software developers in 2025 and DKK 52,846.17 for all occupations together, both as standardized earnings that include pension and fringe benefits. The median standardized hourly figure is DKK 416.97 for software developers and DKK 299.78 for all occupations. Both figures come from table LONS20.
Where can I find official pay figures for the UK and Sweden?
The separate Reveneau guide to what forward deployed engineering costs in Europe gives them, with figures from the UK's Office for National Statistics and from Statistics Sweden and their sources. This page covers Denmark, the Netherlands and Poland, from Statistics Denmark, Statistics Netherlands and Statistics Poland, all read on 21 October 2026.
Which costs can sit outside the price of an AI build?
The charges for using the AI model, which its maker bills as the system is used. The servers the system runs on, and licences for any other software it needs. And the work of tracking and monitoring what the AI costs to run: Miquido's page describes one of its two offers as including advanced cost tracking and monitoring and the other as without them. Ask each firm to list these costs in writing.

What custom software actually costs when writing the code is cheap
Software used to be priced by how much of it there was. That was never a good measure and it is now a bad one. The cost of a build now depends on two things: how clearly you can say what you want, and how hard it is to prove you got it.
How to price an ongoing retainer vs a fixed project
The right pricing model follows directly from how well the work can be specified before anyone starts building.

How these European AI development companies were chosen
Each firm in this guide passed three tests: it builds AI software for other companies, its own pages describe that work, and its own pages, a government register or a filing name an office in Europe. Reveneau and Fluxon come first in a fixed order. Every fact was read on 21 October 2026 and labelled by its source: the firm itself, a register, a filing, a statistics office or Anthropic's partner directory. This page lists every register used, the registers that could not be read, the claims left out and the firms considered and dropped.
European AI project brief template
A project brief is a short document that tells a firm what you want built, so each firm can answer the same questions. This template is for a company in Europe that wants AI software built. You fill in the blanks about your problem, your data, the rules your system must follow, where the team should work, your dates and your budget, and you list the answers you want back. Print one copy, fill it in once, and send the same text to every firm on your shortlist. Facts from this guide, read on 21 October 2026, show why each question matters.
